A transition of leadership took place at the DILG Municipal Office of MacArthur, Leyte on June 18, 2026, as Mrs. Sandy Ivy Rose V. Libanan, Municipal Local Government Operations Officer (MLGOO) of Burauen, formally assumed the position of MLGOO of MacArthur, succeeding Ms. Ma. Fabiana B. Garcia, LGOO V/OIC-MLGOO, who will be assuming a different role within the Department.
To ensure a smooth turnover of duties and responsibilities, a formal turnover activity was facilitated by DILG Leyte Provincial Director Johannes Y. Dorado and Program Manager Renna Shiena B. Acebo. The activity highlighted the seamless transition of leadership and the continued commitment of the Department to providing effective support to the local government unit.
Following the turnover, Mrs. Libanan along with Provincial Director Johannes Y. Dorado and Program Manager Renna Shiena B. Acebo paid a courtesy call to Municipal Mayor Hon. Rudin T. Babante, where they discussed matters concerning local governance and reaffirmed the Department's commitment to strengthening collaboration with the Municipal Government of MacArthur.
The DILG Leyte Provincial Office extends its sincere appreciation to Ms. Garcia for her dedicated service and valuable contributions to the Municipality of MacArthur. At the same time, the Office warmly welcomes Ms. Libanan and looks forward to her leadership in advancing good local governance and sustaining the municipality's development initiatives.

Optimized data encoding and submission of RLIP and RSSA project data in the Subaybayan and RSSA portal were ensured through targeted technical assistance provided to the Provincial Local Government Unit (PLGU), supporting more accurate project tracking and reporting in the system, during an activity conducted on June 17, 2026, at the New Leyte Provincial Government Complex, West Bypass Road, Barangay Guindapunan, Palo, Leyte.
Ms. Liza E. Elizaga, PLGU encoder, worked closely with PDMU Leyte field officers Joshua Miguel U. Cuaresma, PEO II, and Ram Aliester P. Bruses, PEO II, to address concerns and clarify the proper uploading of RLIP and RSSA project requirements in the portal. The activity focused on resolving encoding issues and ensuring that project entries were correctly reflected in the system for monitoring and reference.
The PDMU Leyte provided hands-on technical assistance, guided the PLGU focal person in navigating the portal, and validated entries to ensure compliance with prescribed data standards and reporting requirements. The support also included clarification of common errors encountered during the uploading process.
The activity supports more reliable project monitoring by improving the accuracy and completeness of data submitted through the portal. This helps strengthen coordination between the PLGU and oversight offices by ensuring that infrastructure-related information is properly documented and accessible for review.
PDMU Leyte will continue providing technical assistance and monitoring support to ensure consistent compliance in portal encoding and to address issues that may arise in subsequent submissions.

Collaboration among government agencies, academe, and professional organizations was strengthened to support capacity development and knowledge-sharing on local infrastructure management through the finalization of the Leyte Local Infrastructure Learning Hub (LILHUB) partnership and engagement arrangements on June 18, 2026, at the Kinaadman Hall, 2nd Floor, DILG Leyte Provincial Office, Kanhuraw Hill, Tacloban City.
The Leyte LILHUB Partnership Dialogue and Memorandum of Agreement (MOA) Signing brought together key partner institutions to discuss their respective roles and commitments in establishing and operating the Local Infrastructure Learning Hub. The activity also served as a venue to finalize engagement mechanisms and formalize partnerships that will support learning and technical exchange on local infrastructure development.
Representing the partner institutions during the activity were OIC-Assistant Regional Director Annielyn B. Costiniano of the Department of Economy, Planning, and Development (DEPDev VIII), Division Chief Jaime P. Garcia Jr. of the Department of Human Settlements and Urban Development (DHSUD VIII), Engr. Marcelo T. Abrera Jr. of Visayas State University (VSU), and Engr. Vishino G. Gulrajani of the Philippine Institute of Civil Engineers (PICE)โMetro Tacloban Chapter. DILG Leyte facilitated the dialogue and coordinated the partnership-building process to ensure alignment of efforts toward strengthening local infrastructure governance and capacity development initiatives.
In his message, Provincial Director Johannes Y. Dorado emphasized the significance of the Leyte Local Infrastructure Learning Hub (LILHUB) as an important mechanism for enhancing the knowledge, skills, and technical competencies of personnel involved in local infrastructure planning, implementation, and monitoring. Meanwhile, in her message, ARD Costiniano expressed DEPDev VIIIโs support for the initiative, underscoring the agencyโs commitment to collaborative efforts that contribute to local development. She remarked, โKun hain it maupay, ngan kun hain makakabulig, adto kami,โ affirming the agencyโs readiness to support initiatives that provide meaningful assistance and further strengthen local infrastructure development efforts.
With the MOA formally signed, partner institutions and DILG Leyte will proceed with implementing activities under the Local Infrastructure Learning Hub framework, including knowledge-sharing sessions, technical learning engagements, and other capacity-development interventions to support local infrastructure management.

DILG Leyte Conducts 2nd Quarter Earthquake and Fire Drill, Strengthens Disaster Preparedness Efforts
The Department of the Interior and Local Government (DILG) Leyte Provincial Office successfully conducted its 2nd Quarter Earthquake Drill and Fire Drill on June 18, 2026, as part of its continuing commitment to promoting a culture of safety, preparedness, and resilience among its personnel.
The activity simulated earthquake and fire emergency scenarios, allowing employees to practice proper response procedures, evacuation protocols, and coordination mechanisms during emergencies. Following the drill, personnel convened to assess the conduct of the activity and evaluate whether established emergency procedures were properly observed and executed. The assessment provided an opportunity to identify strengths, address gaps, and further improve the officeโs emergency preparedness measures.
After the drill evaluation, Ma. Geraldine H. Boco facilitated an orientation on Public Safety Continuity Planning (PSCP). The orientation highlighted the importance of ensuring the continuity of government operations and essential public services before, during, and after disasters and emergencies.
As the Vice Chair for Disaster Preparedness, DILG continues to underscore the significance of proactive disaster planning and preparedness initiatives. This is particularly vital in Leyte, where communities remain vulnerable to earthquakes and other natural hazards. Through regular drills, capacity-building activities, and awareness programs, DILG Leyte remains steadfast in strengthening organizational readiness and fostering a culture of resilience among public servants and the communities they serve.

DILG LEYTE HOLDS PROVINCIAL TEAM CONFERENCE, PROVIDES RLGC AND PDMU UPDATES, RECOGNIZES TOP-PERFORMING FOUs AND CLUSTER
Program updates, governance initiatives, and personnel engagement took center stage as the DILG Leyte Provincial Office convened its Provincial Team Conference cm RSGLGC Updates, PDMU Updates, Sub-LGRC Meeting, Cluster Meeting, and Cultural, Health and Wellness Activity on June 16, 2026, via Zoom Platform.
The activity served as a venue to discuss priority program developments, operational concerns, and strategies to strengthen coordination among field offices and Provincial Office personnel. Updates from the Project Development and Monitoring Unit (PDMU) were presented, alongside reports from the Regional Seal of Good Local Governance Champions (RSGLGC) covering key governance areas.
Among the updates presented were Disaster Preparedness and Environmental Management by LGOO V Myles Joseph E. Colasito; Tourism, Heritage Development, Culture and Arts by LGOO II Ma. Geraldine H. Boco; Safety, Peace and Order by LGOO V Irene T. Hobayan; Business Friendliness and Competitiveness and Financial Administration and Sustainability by LGOO II Atty. Hartley James A. Teves; Social Protection by LGOO II Engr. Megan Abigail Pido; and General SGLG Updates by LGOO V Anna Celeste A. Alaon.
Provincial Director Johannes Y. Dorado led the conference together with DILG Leyte field officers and Provincial Office personnel. Cluster meetings and Sub-LGRC discussions were likewise conducted to address operational concerns, align implementation strategies, and ensure the timely delivery of programs and services to local government units.
The activity also integrated Cultural, Health and Wellness activities, highlighting the importance of employee well-being, teamwork, and organizational camaraderie in sustaining high-quality public service.
As part of the conference, DILG Leyte recognized the Top Performing Field Operating Units (FOUs) for their exemplary performance and commitment to program implementation. Receiving Top 3 honors were DILG Bato, led by LGOO VI Dennis R. Limpiado; DILG Calubian, led by LGOO VI Ricardo C. Gio and LGOO II John Rafael P. Delantar; DILG Tanauan, led by LGOO VI Cleo V. Palencia and LGOO II Lyra F. Andea; and DILG Sta. Fe, led by LGOO VI Edna C. Lumbre. Top 2 honors were awarded to DILG Kananga, led by LGOO VI Leslie Amor F. Daga; DILG Barugo, led by LGOO VI Ellen Shiraz B. Ibardolaza; and DILG San Miguel, led by LGOO VI Melecila C. Labordo. Securing the Top 1 distinction was DILG Hilongos, led by LGOO VI Jessica J. Josol and LGOO II Jean Paul O. Panoy.
The conference also recognized Cluster 3, headed by Mauricio T. Labado Jr., as the Best Performing Cluster in acknowledgment of its outstanding coordination, teamwork, and contribution to the successful implementation of DILG programs and initiatives.
Through continuous program updates, cluster coordination, personnel engagement, and recognition of outstanding performance, the activity reinforced DILG Leyte's commitment to operational excellence, organizational development, and effective local governance support across the province.

DILG Leyte proudly congratulates all forty-two (42) local government units (LGUs) in the province for successfully passing the 2025 Good Financial Housekeeping (GFH) assessment, marking a significant milestone of 100% compliance across Leyte.
Leading this achievement is the Provincial Government of Leyte, which likewise earned the 2025 GFH Mark alongside all forty-one (41) city and municipal governments in the province. This collective accomplishment underscores the strong commitment of Leyte LGUs to financial transparency, accountability, and sound fiscal management.
This year's result reflects a notable improvement from the 2024 assessment, where 36 out of 42 Leyte LGUs successfully passed the GFH evaluation. The increase to full compliance in 2025 highlights the sustained efforts of local governments in strengthening financial discipline and governance standards.
These LGUs passed the assessment by securing an Unqualified or Qualified Audit Opinion from the Commission on Audit (COA) based on the latest annual audit report and complying with the Full Disclosure Policy (FDP), which requires the timely and complete posting of financial documents in public spaces and in the FDP Portal.
The attainment of 100% GFH compliance underscores the collective efforts of local chief executives, local finance committees, and LGU personnel in promoting transparency and responsible fiscal governance. It also reinforces Leyte's commitment to fostering public trust through accountable and efficient management of public resources.
Since its launch in 2010, the GFH has served as a benchmark for sound fiscal management among LGUs. DILG Leyte commends all awardees for this remarkable accomplishment and for setting a province-wide standard of excellence in local governance.

Continued monitoring and technical support efforts helped ensure the effective implementation of FY 2025 Local Government Support FundโSupport to Barangay Development Program (LGSF-SBDP) projects in Albuera, Leyte by facilitating the timely identification and resolution of issues affecting project completion and sustainability, during a site inspection and monitoring activity conducted on June 10, 2026 in Barangays Seguinon and Mahayahay, Albuera, Leyte.
The activity focused on assessing the physical status and implementation progress of ongoing SBDP projects, checking compliance with approved plans and specifications, and verifying the accuracy of reported accomplishments and supporting documents submitted by the local government unit. The field officers also followed up on the remaining ongoing FY 2025 SBDP projects to monitor implementation progress and address emerging concerns.
Prior to the field inspection, field officers Engr. Jomar Guya and Project Evaluation Officer II Ram Aliester P. Bruses conducted a courtesy visit with Municipal Local Government Operations Officer (MLGOO) Sheryl Apurillo to coordinate the schedule, objectives, and logistical requirements of the activity. In Barangay Seguinon, PDMU Leyte field officers, together with the MLGOO and LGU Engineers, Engr. Jennifer Caguyong and Engr. Mark Bryan Laureno, inspected the project site to assess physical accomplishments, review compliance with approved project requirements, and identify implementation issues requiring immediate attention.
In Barangay Mahayahay, the team coordinated with Barangay Captain Hon. Delia A. Batistis and, together with LGU engineers, conducted a thorough inspection of the installed solar streetlights to assess their physical condition, functionality, and conformity with approved specifications, including the prescribed spacing between installations. Technical assistance and recommendations were likewise provided to barangay officials and project implementers to address observed concerns and improve project implementation.
Moving forward, the DILG Leyte PDMU will continue to coordinate with the LGU and concerned project implementers to address identified issues, monitor the completion of ongoing projects, and provide guidance to ensure compliance with approved plans and specifications prior to project completion and turnover.

Freedom and Progress Take Center Stage in Hilongos During Independence Day and Project Turnover Ceremony
Hilongos, Leyte โ A spirit of celebration filled the Municipality of Hilongos as two significant occasions were commemorated on June 12, 2026โthe 128th Philippine Independence Day Celebration and the turnover of the FY 2024 Seal of Good Local Governance Incentive Fund (SGLGIF) Project: Procurement and Installation of LED Wall.
Joining the municipality in this momentous double celebration were representatives from the Department of the Interior and Local Government (DILG) Leyte Provincial Office led by Provincial Director Johannes Y. Dorado, together with Cluster Head Mauricio T. Labado, Program Manager Renna Shiena B. Acebo, Local Government Operations Officer VI (LGOO VI) Engr. Benjamin Gabriel R. Dadulla, Jr. and Engr. John Paul Pajares. Also present were Ms. Jessica J. Josol, Municipal Local Government Operations Officer (MLGOO), and Jean Paul O. Panoy, LGOO II.
As the nation celebrated its hard-earned freedom and honored the sacrifices of Filipino heroes, the Municipality of Hilongos likewise marked another milestone with the successful turnover of the SGLGIF-funded LED Wall project. With a total project cost of Php 1,153,000.00, the facility is expected to enhance the municipalityโs information dissemination efforts, particularly in delivering public announcements and Disaster Risk Reduction and Management (DRRM) bulletins during emergencies and calamities.
The convergence of these two meaningful events underscored the importance of good governance and responsive public service. While Independence Day serves as a reminder of the countryโs journey toward freedom and self-determination, the turnover of the LED Wall project reflects the continuing efforts of the government to empower communities through innovative and accessible communication platforms.
The occasion highlighted the strong partnership between DILG and the Local Government Unit of Hilongos in promoting transparency, preparedness, and citizen engagement.
