In furtherance to the constitution of the Leyte Provincial Inter-Agency Committee on Civil Registration and Vital Statistics (PIACCRVS) in 2024, which aims to gather key offices and government agencies in order to discuss and decide upon relevant matters on civil registration which significantly affect the people of the province, the Leyte PIACCRVS Chairperson and PSA Leyte Chief Statistical Specialist, Sheryl Ann A. Jamisola, invited the Member Agencies through their respective representatives, to attend the 2026 Leyte Provincial Inter-Agency Committee on Civil Registration and Vital Statistics (PIACCRVS) 1st Regular Meeting on 10 June 2026 at Hotel Alejandro, Tacloban City.

DICT Leyte Pushes for Robust Cybersecurity and Secure AI Integration in Provincial Inter-Agency Meet

TACLOBAN CITY — In line with the national government's aggressive push toward a digitally secure bureaucracy, the Department of Information and Communications Technology (DICT) Region VIII proposed a defense framework during the 1st Regular Meeting of the Leyte Provincial Inter-Agency Committee on Civil Registration and Vital Statistics (PIACCRVS), held on June 11, 2026, at Hotel Alejandro.

Representing the Department, Claire Fernandez of DICT Leyte Province introduced a pivotal proposal aimed at safeguarding the province’s public records: the Cybersecurity, Data Hygiene, & Secure AI Integration Initiative.

The presentation addressed critical vulnerabilities faced by government frontlines. As local government units (LGUs) and state offices rapidly transition to digital platforms to handle sensitive citizen data—such as national ID services, birth registrations, and school records—they become prime targets for digital risks. Without standardized protocols, these vital repositories remain exposed to emerging cyber threats and systemic data leaks.

Aligning with Presidential Mandates

The DICT’s proactive stance directly responds to the presidential directive under the Bagong Pilipinas framework. The administration has heavily mandated the reinforcement of national cybersecurity measures, ordering state agencies to establish strict data hygiene practices and ensure that the integration of Artificial Intelligence (AI) in public service remains ethical, secure, and resilient against exploitation.

During the committee meeting on June 11, 2026, at Hotel Alejandro, which achieved a quorum of key stakeholders including the Philippine Statistics Authority (PSA), Department of Education (DepEd), Local Civil Registry Offices, Social Security System (SSS), and Government Service Insurance System (GSIS), Fernandez emphasized that localized compliance is no longer optional. The adoption of standardized data hygiene and cybersecurity protocols is a fundamental necessity to shield public administration systems from modern threat actors.

A Safer Digital Experience for Leyteños

The implementation of this initiative marks a massive shift in how local government units handle public data.

Previously, interconnected agencies often operated under fragmented security measures, leaving gaps that could compromise public identity records and vital statistics. With the introduction of the Cybersecurity, Data Hygiene, and Secure AI Integration protocols, Leyte’s frontline offices are moving toward a heavily fortified ecosystem.

Whether citizens are processing their Birth Registration Assistance Project (BRAP) requirements, adjusting administrative petitions via automated systems, or securing their National IDs, they can now do so with the peace of mind that their personal information is protected by modern, industry-standard digital defenses.

The committee plans to continue its quarterly assemblies to seamlessly integrate these technological advancements across all offices linked to the public. Through these persistent inter-agency collaborations, DICT continues to lay down the secure digital brickwork necessary for a safer, more efficient digital Philippines.

The Department of Information and Communications Technology (DICT) and the Civil Service Commission (CSC) formalized a Joint Memorandum Circular on the Ethical and Responsible Development, Deployment, and Use of Artificial Intelligence in Government on 9 June 2026 during the DICT's 10th Anniversary celebration in Quezon City.

As the country's first ethical framework for AI in public service, the policy promotes accountability, transparency, and inclusivity in the adoption of emerging technologies. Representing the Commission, CSC Commissioner Atty. Ryan Alvin R. Acosta reaffirmed the CSC's commitment to responsible AI adoption across the civil service, advancing innovation anchored on ethics, accountability, and public trust.
