In Photos: The National Capital Region Police Office (NCRPO) and ABS-CBN Lingkod Kapamilya signed the Memorandum of Understanding (MOU) for a joint Blood Donation Program on June 9, 2026, at about 10:00 AM at Hinirang Multi-Purpose Hall, Camp Bagong Diwa, Bicutan, Taguig City.
The activity was spearheaded by PMGEN ANTHONY A ABERIN, Regional Director, NCRPO, together with the Command Group, Chief, RMDU, and staff, alongside our partners from the East Avenue Medical Center medical teams. This vital life-saving initiative was organized by the Office of the Regional Executive Senior Police Officer (ORESPO), under the leadership of PEMS Boy Clarito M. Blancad, RESPO, NCRPO, as the Office Primary Responsibility (OPR). The NCRPO was honored to have Ms. Bernadette Sembrano-Aguinaldo as the Guest of Honor and Speaker during the activity.
This partnership aims to strengthen the bond between the NCRPO and its stakeholders. By working together in the blood donation program, we reinforce our shared commitment to saving lives and serving the community.

In Photos : On June 8, 2026 PEMS Boy Clarito M. Blancad, RESPO, NCRPO, spearheaded the conduct of ingress preparation for the upcoming bloodletting activity at Hinirang Multi-Purpose Hall, together with the medical representative from East Ave. Medical Center. The venue was inspected to ensure cleanliness, safety, and readiness for the conduct of the activity. Coordination made with partner agencies and concerned personnel regarding logistical requirements and operational procedures.

This activity aligns with continuous welfare and morale enhancement program outlined in the ORESPO plans and programs of activity for Formally establish this partnership that demonstrates its meaning through an activity that directly benefits others. It creates opportunities to help save lives.

In Photos: PEMS Boy Clarito M Blancad, RESPO presided over the final coordinating meeting conference on June 5, 2026 at the Office of the Regional Executive Senior Police Officer for the Launching/Signing of Memorandum of Understanding (MOU) between ABS-CBN Lingkod Kapamilya Foundation, Inc., and National Capital Region Police Office (NCRPO), and Bloodletting Activity.

Attendees were Mr. Paul Santos, ABS-CBN Representative, and Medical Doctors Representatives from East Ave Medical Center, together with PCPT RHEA F CABRERA, AAC, RLO, the final coordinating meeting was conducted to finalized the Memorandum of Understanding (MOU) between ABS-CBN and National Capital Region Police Office and other matters have been discussed with the tasked offices/units.

"Strengthening Partnership and Service through Collaboration".

The National Capital Region Police Office (NCRPO) through the Office of the Regional Executive Senior Police Officer (ORESPO) under the supervision of PEMS Boy Clarito M Blancad, RESPO, NCRPO and ABS-CBN Lingkod Kapamilya Foundation, Inc. formally conducted the 2nd conference meeting on the Signing of Memorandum of Agreement (MOU) on May 29, 2026 (Friday), 1:00 o’clock PM at Bahay-Pari Facilitators Building, RMDU, NCRPO, Camp Bagong Diwa, Bicutan, Taguig City. This is in line with the upcoming Bloodletting Activity on June 9, 2026. The meeting was attended by Chief Clerks from the Regional Staff, Regional Support Units, and representatives from the Department of Health (DOH), and East Ave Medical Center.

On May 25, 2026 onwards, PEMS Boy Clarito M Blancad, RESPO, NCRPO, and other members of PNCO Promotion Board Alpha (PCpl - PMSg), 2nd Level Uniformed Personnel under 1st Cycle Calendar Year (CY) 2026 Regular Promotion Program commenced the panel interview and deliberation for all qualified applicants for promotion.
This promotion phase ensures a highly transparent, strictly merit based and standard selection process, evaluating candidate based on their performance, service knowledge and commitment to duty.

LOOK: PEMS Boy Clarito M. Blancad, RESPO, presided over the conference meeting on May 21, 2026, 9:00AM onwards which was attended by the Chief Clerks from Regional Headquarters R-Staff (R1-R10) and Regional Support Units (RSUs) held at NUPAS, Multi-Purpose Hall Camp Bicutan, Taguig City.

Invited attendees during the meeting were PLTCOL JOSEPH B GARCIA, Assistant Chief, RETD, PMAJ CRISANTO L RACOMA , Assistant Chief, RPRMD and PMAJ RHODELYN DINGRAT, Chief, PPPS ., RPRMD/Team Leader, DR Team. Discussed during the meeting was the proposed Monday Flag Raising (MFR) and Friday Flag Lowering Formation of personnel, which aims to give a solution to the unfilled number of personnel who are attending formation during MFR and flag lowering ceremonies.

LOOK: PEMS Boy Clarito M Blancad, RESPO attended the Regional Shelter Board Meeting on May 7, 2025 (Thursday) 9:00AM held at NCRPO, Conference Room Camp Bagong Diwa, Bicutan Taguig City.

Discussed during the meeting is the presentation of the actionable item by the offices/units with regards to their actions taken.
ORESPO's actionable item is to develop a complete proposal for establishing a camp concessionaire before presenting it to the board.

The drafting of a memorandum with regard to the proposed establishment of concessionaires is still in process to collaborate based on the existing MC No. 2024-056 as amended guidelines and procedures on the lease of pre-owned, occupied, and managed lots, buildings, and spaces.

On April 17, 2026 at about 11:30AM onwards, PEMS Boy Clarito M Blancad, RESPO, NCRPO, conducted an attrition assessment meeting to twenty five (25) Quezon City Police Districts personnel who are candidates for attrition held at the QCPD Conference Room at Camp Karingal Quezon City.
The purpose of the said assessment meeting is to address the attrition of the aforementioned PNCOs due to relief by non-promotion, and other means, including inefficiency based on poor performance and Body Mass Index (BMI.
This initiative of the RESPO is in line with the morale and welfare of personnel under a preventive approach in its mandated tasks, showing compassion and care to its personnel for their security of tenure not only for themselves but also for their families. Providing assistance and helping them prevent their separation from the service.

The purpose of the said assessment meeting is to address the attrition of the aforementioned PNCOs due to relief by non-promotion, and other means, including inefficiency based on poor performance and Body Mass Index (BMI).
This initiative of the RESPO is in line with the morale and welfare of personnel under a preventive approach in its mandated tasks, showing compassion and care to its personnel for their security of tenure not only for themselves but also for their families. Providing assistance and helping them prevent their separation from the service.

On April 14, 2026 at about 10:00AM onwards, PEMS Boy Clarito M Blancad, RESPO, NCRPO, conducted an attrition assessment meeting to eight (8) Southern Police Districts personnel who are candidates for attrition held at the ODESPO, SPD Taguig City and RESPO Office.

The purpose of the said assessment meeting is to address the attrition of the aforementioned PNCOs due to relief by non-promotion, and other means, including inefficiency based on poor performance and Body Mass Index (BMI) for no schooling.

This initiative of the RESPO is in line with the morale and welfare of personnel under a preventive approach in its mandated tasks, showing compassion and care to its personnel for their security of tenure not only for themselves but also for their families. Providing assistance and helping them prevent their separation from the service.
