State Representative Penny Morales Shaw is an attorney in Houston, Texas, where she represents the 148th District in the Texas House of Representatives, which includes parts of Spring Branch, Garden Oaks / Oak Forest, Carverdale, and Cypress-Fairbanks. During the 87th Legislative Session, Penny served
on the House Committee on Environmental Regulation and the House Committee on Urban Affairs. For her accomplishments as a legislator, she was awarded "Freshman of the Year" by the Mexican American Legislative Caucus. She is a member of the House Innovation & Technology Caucus, the House LGBTQ Caucus, the Legislative Study Group, the Mexican-American Legislative Caucus (MALC), the Texas Legislative Ports Caucus, the Texas Women’s Health Caucus, and a founding member of both the Democratic Progressive Caucus and the House Caucus on Climate, Environment, and the Energy Industry. Penny is a native Houstonian, attended Houston public schools, and has lived in northwest Houston for the past ten years, where she raised four successful children as a single mother while managing her multi-state law practice. Penny understands the challenges that face working families and this shapes the passion and pragmatism that drive her advocacy: from serving as an attorney at NAACP legal clinics early in her career, to fighting for passage of the International Violence Against Women Act, to her role as Deputy Chief for Harris County Commissioner, Precinct 2, where she oversaw policy and legislative affairs. Penny is honored to bring this breadth of experience as the State Representative for District 148 in the Texas House of Representatives.

This month, the City of Houston is opening a 222-bed homeless services hub focused on supporting treatment and development of our neighbors who need help and support. I for one, commend City Hall for taking such steps to rethink such programming.
Know a child ages 1-18 who may need a breakfast or lunch this summer? ☀️
Even if they are not enrolled, the Houston ISD Summer School Programs are providing free meals for any child in our community who shows up at sites during meal service.

This week, I joined one of the most active dem groups in my district- CyFair AreaDems, and my good friend Jon Rosenthal, to talk about the Texas Lege happenings and what’s coming up in 2027.
The room was electric with positive energy and excitement for the recent primary wins and the upcoming election this November!

Even though we celebrate all year long, June is set aside to recognize the freedom and liberty that we each have to live and love autonomously.
This month and every month, we stand in solidarity with our LGBTQ+ friends and neighbors. While we have made tremendous progress and obstacles continue to arise - Thank you for making Texas a place where Y’all means all!

While we are waiting for some close calls in races across Harris County - Congratulations to our newest Nominees for elected office!
With nearly 30 years of GOP majority control and shaping policy in Texas, our schools are failing students and teachers, our state faces growing water shortages and grid insecurity, and wages have not kept pace with inflation, leaving working families struggling to achieve financial stability.
Real change in Texans’ quality of life will require a more equitable balance of power, one that restores healthy debate, accountability, and bipartisan compromise focused on the interests of all Texans.

Let us pause to recognize and honor the courageous service members who have sacrificed themselves, as well as their surviving families, for our freedoms.
Let us also pause to honor the lives of the countless indigenous people and other Americans who have also sacrificed immeasurably through service that history has not always recognized.
May this 250th Anniversary of our Nation’s founding mark the time of coming together of all people and strengthening our commitment to peace in the world for all, and the sacrifices it has taken to sustain its promise for a nation for all.
