The Delhi Village Police Department reports the arrest of a 52-year-old male, identified as Russell A. Degroat of Delhi, in connection with multiple incidents that occurred on Main Street in the Village of Delhi.

Degroat has been charged with three counts of Menacing in the Second Degree (New York State Penal Law §120.14), Class A misdemeanors, and one count of Menacing in the Second Degree as a Hate Crime (New York State Penal Law §§120.14/485.05), a Class E felony.

The charges stem from incidents occurring during the evening of April 22, 2026, and the morning of April 23, 2026.

It is alleged that on the evening of April 22, Degroat threatened to shoot two individuals who were walking with a group on Main Street, while using derogatory racial language. During the incident, Degroat allegedly displayed a knife toward the individuals, before engaging in a physical confrontation with another bystander and fleeing the scene.

Based on statements attributed to Degroat , there is probable cause to believe that the victims were intentionally targeted based on their race.

In a separate incident during the morning hours of April 23, Degroat is further accused of approaching two individuals on Main Street, stating that he was looking for the group from the previous night. During this encounter, Degroat allegedly displayed a knife and a handgun concealed in his waistband, and made statements indicating prior involvement in serious violent conduct.

Degroat was not previously known to the victims or witnesses. He was identified by police through the use of Village street camera footage and a neighborhood canvas.

Degroat was taken into custody during the evening of April 23, 2026, processed on the charges, and remanded to the Delaware County Jail pending arraignment in Delaware County Centralized Arraignment Part (CAP) Court.

Temporary Orders of Protection have been requested on behalf of all victims.

The Delhi Village Police Department reports that on April 14, 2026, officers served a criminal summons and a Temporary Order of Protection on William J. Schenkel, age 55, of Delhi.

The charges stem from an incident reported to have occurred on April 7, 2026, in which Schenkel is accused of engaging in unwanted, inappropriate physical contact and making inappropriate comments toward a minor female.

The summons is returnable to the Town of Delhi Court on April 16, 2026.

The Delhi Village Police Department reports that William J. Schenkel, age 55, of Delhi, was served with a criminal summons on April 7, 2026, directing him to appear in the Town of Delhi Court to answer a charge of Harassment in the Second Degree.

The charge is based on allegations that Schenkel engaged in a course of conduct that involved verbal abuse and intimidation of a neighbor and her minor grandchild.

While serving the summons, officers also addressed a separate issue involving Schenkel allowing his dog to be off-leash outside of the apartment building. After being warned by police, Schenkel was subsequently observed again with the dog off-leash.

As a result, Schenkel was issued an appearance ticket for Unleashed Dog, a violation of local law.

Both the criminal summons and the appearance ticket are returnable to the Town of Delhi Court on April 16, 2026.

The Delhi Village Police Department reports that on March 21, 2026 offi cers conducted a traffi c stop on Meredith Street in the Village of Delhi.

An offi cer on patrol observed a gray Nissan traveling northbound at a speed visually estimated to be above the posted limit. Radar confi rmed the vehicle’s speed at 47 mph in a posted 30 mph zone.

The driver, identified as Kenneth A. Paddyfote, age 65, of Downsville, New York, was found to be operating the vehicle without a valid New York State driver license. A records check revealed that the subject’s driving privileges were currently revoked.

KAP was issued Uniform Traffi c Tickets for Aggravated Unlicensed Operation of a Motor Vehicle in the Third Degree, Unlicensed Operator and Speed in Zone.

The subject was released on Uniform Traffi c Tickets and is scheduled to appear in the Village of Delhi Court on April 14, 2026.

The Delhi Village Police Department reports that on March 17, 2026, two individuals were arrested following a shoplifting complaint at the Price Chopper in the Village of Delhi.

Alondra Ramirez-Ceballos, age 20, of Delhi, and Nananba M Maggassouba, age 20, of Delhi, were charged with Petit Larceny (New York State Penal Law §155.25) following an investigation conducted by the Delhi Village Police Department, with assistance from New York State University Police at SUNY Delhi.

The charges stem from an incident in which the two individuals allegedly stole merchandise from the store.

Both subjects were issued appearance tickets and released. They are scheduled to appear in the Town of Delhi Court on April 16, 2026.

On March 14, 2026, Delhi Village Police arrested David M. Rose in connection with a traffic stop within the Village of Delhi.

Rose, who had been initially stopped for speeding was determined to be operating a motor vehicle while his New York State driver’s license was suspended.

Rose was charged with Aggravated Unlicensed Operation of a Motor Vehicle in the Third Degree (New York State Vehicle and Traffi c Law §511.1), an unclassified misdemeanor and Speed in Zone (New York State Vehicle and Traffi c Law §1180).

He was issued Uniform Traffic Tickets and released. He is scheduled to appear in the Town of Delhi Court on March 24, 2026.

On March 13, 2026, Delhi Village Police arrested Devin K. Castillo in connection with a traffic stop within the Village of Delhi.

An investigation determined that the subject was operating a motor vehicle while his New York State driver’s license was suspended.

Castillo was charged with Aggravated Unlicensed Operation of a Motor Vehicle in the Third Degree (New York State Vehicle and Traffi c Law §511.1), an unclassified misdemeanor.

He was issued Uniform Traffic Tickets and released. He is scheduled to appear in the Town of Delhi Court on March 24, 2026.

On March 8, 2026 the Delhi Village Police Department served criminal summonses to two individuals in connection with a disturbance reported earlier in the month.

Floyd D. Moseman, age 61, of Delhi, and William J. Schenkel, age 55, of Delhi, were each issued a criminal summons directing them to appear in the Town of Delhi Court on April 16, 2026, to answer charges of Disorderly Conduct (New York State Penal Law §240.20).

The charges stem from an incident reported to police on March 2, 2026, in which the two individuals allegedly engaged in a physical confrontation, including shoving and punching, in the parking lot of 306 Phoebe Lane. The incident reportedly caused inconvenience, annoyance, and alarm to members of the public who witnessed the altercation.

On February 19, 2026, the Delhi Village Police Department served a criminal summons to Elizabeth W. Tosten, 35, of Bainbridge, NY. The summons directs Ms. Tosten to appear in Delhi Town Court to answer charges of Welfare Fraud in the 3rd Degree and Offering a False Instrument for Filing in the 1st Degree.

These charges were fi led by investigators with the Delaware County Department of Social Services following an investigation into alleged fraudulent activity.

Ms. Tosten is scheduled to appear in the Town of Delhi Court on March 19, 2026.
