The Harris County Office of County Administration (OCA) oversees the day-to-day operations of Harris County, Texas government.

The Office of County Administration (OCA) was established by the Harris County Commissioners Court and is responsible for overseeing the day-to-day operations of Harris County government. OCA is led by County Administrator Diana Ramirez and is tasked with direct supervision of 16 departments and broad coordination of long-term strategic planning efforts, performance management, and fiscal responsibility in alignment with Commissioners Court goals.

Today, Harris County celebrates Juneteenth—a day of freedom, reflection, and unity. As we honor the history and resilience of African Americans, let’s come together to celebrate progress and recommit ourselves to justice and equality for all. Wishing everyone a joyful and inspiring Juneteenth!

In reflection of the day, our office will be closed on Friday, June 19th.

Administrator Carter congratulated newly sworn-in (Harris County Attorney's Office) County Attorney Abbie Kamin as Harris County continued advancing initiatives across the county. This week, OCA Sustainability joined regional leaders at ULI Houston's The Now & Next of Sustainable Building luncheon, partnered with Harris County Universal Services and Harris County Public Library on a county warehouse waste audit, and continued community education through a composting class at North Channel Branch Library

County teams also continued preparations for the FIFA Fan Festival, while Harris County Resources for Children and Adults participated in the AliefVotes Youth Conference and the Juneteenth and Mother Earth: A Journey Through Agriculture and Liberation event.

The Office of the County Administrator also joined leaders from across sectors at a roundtable hosted by the Netherlands Embassy in Houston to discuss building more inclusive, healthier communities through collaboration.

The week wrapped with Juneteenth celebrations, including HCR's participation in the Juneteenth and Mother Earth: A Journey Through Agriculture and Liberation event, honoring freedom, history, and the power of community.
