A special thank you to our speakers for sharing their expertise and helping our members better understand the opportunities and challenges surrounding AB 130. We appreciate Sean Matsler (Cox Castle LLC), Laurel Reimer (City of Riverside), Louisa Felletto (Meritage Homes), Konnie Dobreva (EPD Solutions, Inc.), and Benjamin Zdeba (City of Newport Beach) for leading such an insightful discussion.

With a full room in attendance, yesterday's AB 130 Education Workshop provided an in-depth look at the legislation's impact on CEQA, housing approvals, local governments, and California's development landscape. Attendees heard perspectives on early implementation efforts, how cities and counties are adapting to the new law, and what it could mean for housing production and permitting timelines moving forward.

Our BIA Orange County chapter leadership, along with coalition partners from the California Apartment Association, the AGC of California (Associated General Contractors) and the Orange County Business Council, met with the Orange County Supervisor Districts 2, 4, and 5 to discuss a proposed labor ordinance.

With the proposed ordinance potentially impacting development, housing, and construction projects throughout Orange County, this was a vital opportunity to share concerns and provide input regarding elements within the proposed labor ordinance. The discussions also included subcontractor disclosure requirements, enforcement language, and alignment with existing state laws.

BIASC and its regional chapters are playing an active role to remove barriers to homebuilding – working to streamline the home construction process and keep costs down. Our engaged team is working with policymakers and industry partners to shape public policies that build communities, create jobs, and ensure housing opportunities for everyone.

We sincerely thank OC Chapter Board President Joe Oftelie (Warmington Residential), Eric Nelson (Trumark Homes) and BIASC Vice President of Government Affairs for leading the BIASC for this effort on behalf of our members.

Last Friday, the BIA Orange County Chapter Urban Infill Committee meeting brought together industry professionals for a thoughtful discussion on redevelopment and housing in Newport Beach.

Our guest speaker was our very own Emilie Simard from Shea Homes, who shared insights on Shea’s project at 601 Dover—a development set to bring 33 new townhomes to the city. The project serves as a strong example of transforming aging commercial infrastructure into a carefully planned residential community.

Emilie was joined by Newport Beach City Manager Seimone Jurjis, who highlighted the implementation of the city’s housing element and shared perspective on the future of Newport Beach.
