JUNETEENTH – JUNE 19

Today, we join our community and our nation in recognizing Juneteenth... a day that marks freedom, reflection, and progress.

Juneteenth commemorates June 19, 1865, when the last enslaved African Americans in Texas were informed of their freedom, more than two years after the Emancipation Proclamation. It is a powerful reminder of both our history and the continued importance of unity, dignity, and equal justice for all.

As a department, the La Porte Police Department remains committed to serving every member of our community with professionalism, fairness, and respect. We value the trust placed in us and continue working each day to strengthen relationships and build understanding with those we serve.

We encourage everyone to take a moment today to reflect, learn, and come together in the spirit of progress and community.

Happy Juneteenth!

Media Relations Information for June 18th, 2026
Public Relations Officer – Assistant Chief John Krueger
Office: 281-842-3161

On July 4th, America celebrates the birth of our nation. Around the holiday, sadly, we often see an increase in impaired driving crashes. In 2025, there were 865 fatalities resulting from DWI alcohol-related traffic crashes in Texas. The Texas Department of Transportation (TxDOT) also reported approximately 1,200 total deaths occurred statewide where crashes involved either alcohol or drugs. This is why La Porte Police, TxDOT, and other key organizations are working together this 4th of July and increasing their presence as part of a statewide High Visibility Enforcement effort.

As an enforcement strategy, the La Porte Police Department (LPPD) is using funds through ongoing assistance from a Texas Department of Transportation (TxDOT) Impaired Driving Mobilization (IDM) grant. The Independence Day grant enforcement period is June 19th - July 6th, 2026. With this grant, additional LPPD officers will be deployed, on an overtime basis, to watch for impaired drivers along local roadways. Anyone operating a vehicle and found to be intoxicated will be arrested. Suspected intoxicated drivers who refuse to provide a breath test will be the subject of a search warrant and have their blood drawn for blood alcohol level testing.

All of TXDOT’s S.T.E.P. (Selective Traffic Enforcement Program) campaigns are designed to reduce both motor vehicle accidents and the residual effects incurred by impaired motorists. The programs have consistently proven to reduce injuries, fatalities, and property damage along major thoroughfares and at high collision/high density intersections. For more information on La Porte Police Department’s involvement in the State’s various S.T.E.P. programs, please contact LPPD at 281-842-3115 and follow us on Facebook at .

Chief Scott Pullig recently had the honor of swearing in Officer Barry Groaning as a Sergeant during a private ceremony. A formal promotional ceremony will be held at a later date.

Sergeant Groaning began his law enforcement career with the South Houston Police Department, where he served for three years. During his tenure, he became a certified accident investigator and was recognized for his outstanding performance with an Officer of the Year award.

In 2011, Sergeant Groaning joined the La Porte Police Department. He spent his first two years assigned to the patrol division before being selected to serve as a K9 Officer. Over the next eight years, he and his K9 partner worked a variety of assignments and schedules, including stints on all three patrol shifts, a swing shift, and a specialized takedown unit. During this time, he received the Employee of the Quarter award and multiple Chief’s Commendations for his service and dedication.

Following the medical retirement of his K9 partner, Sergeant Groaning was selected to serve as a School Resource Officer (SRO). For five years, he built positive relationships with students, staff, and the community before being promoted to Sergeant.

Sergeant Groaning’s career reflects a commitment to service, professionalism, and leadership. We are proud to see him take this next step in his law enforcement career and look forward to his continued contributions to our department and community.

Congratulations, Sergeant Groaning!
