Sheriff's Detectives Arrest Napa Man for Sexual Offense

One month ago, the Napa County Sheriff’s Office Investigations Bureau received a cyber tip through Internet Crimes Against Children (ICAC) regarding child sexual abuse material (CSAM).
Subsequent investigation led detectives to the suspect, Oscar Barrera Mendoz, a 36-year-old resident of Napa.

Today, June 24th, 2026, Mendoza was arrested at his place of employment. Also, Napa County Sheriff's Detectives served a search warrant at his home located on Bellevue Ave in Napa.

Mendoza was released from state prison earlier this year. He is on state parole for 288.3 PC- Communicating with minor w/ intent to commit a sexual offense (Felony)

This afternoon, Mendoza was booked into Napa County Department of Corrections for the following charges:
• 288.3 PC- Communicating with minor w/ intent to commit a sexual offense (Felony)
• 288.2(a) PC- Harmful Matter sent with intent of seduction of minor (Felony)
• 311.11(c)(1) PC- Possession of CSAM (Felony)
• 3056 PC- Violation of Parole

This week, members of the Napa County Sheriff’s Office had the opportunity to visit with the TK/Kindergarten students at their NVUSD Summer Camp! 👮‍♂️🐾

Our OHV (Off-Highway Vehicle) Team, K9 Brick and his handler Deputy Hudson, along with our POPP (Problem Oriented Policing Program) Team, spent time with the students talking about safety throughout Napa County.

The kids learned about the important role our teams play in keeping our community safe, asked great questions, and enjoyed meeting some of the people and partners who serve Napa County every day.

A big thank you to NVUSD Childcare for inviting us to spend time with your students. We love opportunities to connect with our youngest community members and help build positive relationships from an early age. 💙

Today, we proudly swore in two experienced law enforcement professionals who have chosen to continue their careers serving in Napa County. Welcome Jeffrey Teel and John “Austin” Dron.

Their experience and commitment to public service will strengthen our mission of keeping this beautiful community safe. We are excited to have them join our team and look forward to the positive impact they will make.

Devlin Road Closure
Devlin Road closed in both directions from Soscol Ferry Road to Gateway Drive, due to a truck fire. Please avoid the area. Use alternate routes. First Responders are at the scene of the fire.

Beautiful Act of Kindness
Last week, we were honored to welcome the founder of Phyllis's Garden to the Napa County Sheriff's Office, where they completely transformed our soft interview room—a space used to interview victims and children.
Thanks to the incredible generosity of Phyllis's Garden, the entire remodel was provided at no cost to the Sheriff's Office. The foundation funded every aspect of the project, including the artwork, carpet, furniture, decorations, snacks, and coffee. The result is a warm, welcoming, and beautiful environment that helps provide comfort and support to those who may be experiencing some of the most difficult moments of their lives.
This remarkable act of kindness is a gift not only to our agency, but to the entire Napa County community. We are deeply grateful for the compassion, vision, and generosity of Phyllis's Garden.
Thank you for helping us create a space where healing, dignity, and care can begin. 💙

The Volunteers from the Napa County Mounted Sheriff’s Posse had the honor to be the Color Guard for the opening ceremonies at the Napa County 4-H horse show at Skyline Park.
