As another academic year closed, the Rockland County Legislature took a moment to recognize and celebrate our county’s only public institution of higher education — Rockland Community College.

County Legislators Toney L. Earl, Aney Paul and Dana Stilley, a member of the RCC Board of Trustees, led the recognition ceremony, joined by Legislature Chair Jay Hood Jr., and Legislators Paul Cleary, Lon Hofstein, Ray Sheridan, Beth Davidson, Will Kennelly, Jesse Malowitz, Moshe Hopstein, and Joel Friedman.

Since opening its doors in 1959, RCC has transformed the lives of more than 200,000 students, providing affordable, accessible education and creating pathways to opportunity for residents from every background. What began with just a few hundred students has grown into a vital educational and workforce development partner, preparing future nurses, teachers, business leaders, skilled trades professionals, and technology experts while strengthening our local economy.

RCC has remained true to its mission of opening doors, expanding horizons, and ensuring that higher education remains within reach for all. We are proud to recognize President Dr. William Mullaney, the Board of Trustees, faculty, staff, students, and alumni for their dedication and contributions to Rockland County. Thank you to RCC Chief of Staff Ian Wolf and to new RCC graduates Valery Dutan Guartan, Teona Peikrishvili, and Sol Braver - who will all pursue bachelors' degrees - for joining us!

Members of the Rockland County Legislature were proud to attend the Spring Valley Branch NAACP’s 70th Annual Freedom Fund Membership Gala, which also celebrated the organization’s 75th Anniversary of service, advocacy, and leadership in our community.

Legislators Toney L. Earl, Dr. Aney Paul, Dr. Dana Stilley, and Beth Davidson joined community leaders in honoring the branch’s former presidents whose dedication helped advance civil rights, equality, and opportunity throughout Rockland County: Nicole Artis-Bryant, Dr. Edmund Gordon, Karen Session, Vivian Street, and Maybelle Whittle. Current SV NAACP Branch President Willie Trotman helped lead the celebration.

A special tribute was paid to Virginia Atkins Beasley, who, as a young girl, authored the letter on behalf of her mother requesting the establishment of the Spring Valley Branch of the NAACP.

For 75 years, the Spring Valley Branch of the NAACP has worked to promote justice, equality, and opportunity for all. Congratulations to the honorees and thank you to the NAACP for its enduring commitment to strengthening our community.

The Rockland County Legislature joins communities across the nation in recognizing Juneteenth, the federal holiday commemorating the emancipation of enslaved African Americans and honoring the ongoing pursuit of freedom, equality, and opportunity for all.

Observed annually on June 19, Juneteenth marks the day in 1865 when enslaved people in Galveston, Texas, learned of their freedom more than two years after the issuance of the Emancipation Proclamation. The observance serves as an opportunity to reflect on the nation’s journey toward freedom and to recognize the enduring impact African Americans have had on the country’s history, culture, economy, and civic life.

“Juneteenth reminds us that freedom is not simply a moment in history, but an ongoing responsibility,” Legislator Toney L. Earl said. “As we commemorate this important day, we honor those who endured injustice, celebrate the progress that has been achieved, and reaffirm our commitment to ensuring every person has the opportunity to succeed and contribute to their community.”

Earl noted that the holiday’s significance extends beyond remembering the past.

“At a time when Americans are engaged in important conversations about freedom, equality, justice, and opportunity, Juneteenth reminds us that progress is achieved when we learn from our history, respect one another, and work together to build stronger communities,” Earl said.

Deputy Majority Leader Dr. Dana G. Stilley said Juneteenth serves as both a celebration and an opportunity for reflection.

“Juneteenth commemorates a pivotal moment in American history and reminds us of the courage and perseverance of those who fought for freedom,” Legislator Stilley said. “It is also a time to recognize the countless contributions African Americans have made to our nation and to Rockland County, while reflecting on how we can continue building communities rooted in respect, opportunity, and understanding.”

“The story of Juneteenth is ultimately a story about the expansion of freedom in America,” Stilley added. “As our nation faces challenges and differences of opinion on many issues, this observance reminds us that our strength comes from our ability to confront difficult chapters in our history, celebrate our progress, and continue striving toward the ideals that unite us as Americans.”

The legislators encouraged residents to reflect on the significance of Juneteenth and its enduring message of freedom, dignity, and hope, while honoring the individuals whose sacrifices helped move the nation closer to its founding ideals.
