Statement from the Bay Terrace Community Alliance Opposing the Current Propel NY Energy Plan
The Bay Terrace Community Alliance stands firmly opposed to the current Propel NY Energy plan and its proposed route through Bay Terrace and the surrounding communities of Northeast Queens.
We recognize the importance of maintaining a reliable and resilient electrical grid. However, essential infrastructure cannot be advanced at the expense of the health, safety, quality of life and environmental resources of the communities it is intended to serve.
The current proposal would bring a major high-voltage underground transmission project through residential streets and heavily traveled commercial corridors. Residents have legitimate concerns about prolonged construction, traffic congestion, noise, road closures, emergency access, impacts on local businesses, environmental disruption and the long-term consequences of placing this infrastructure through a densely populated neighborhood.
Bay Terrace and its neighboring communities should not be expected to absorb years of disruption without a clear demonstration that every safer and less intrusive alternative has been thoroughly and independently evaluated.
The community also deserves complete transparency. Residents must be provided with detailed and understandable information concerning the final route, construction schedule, excavation methods, environmental and health reviews, traffic mitigation, emergency-response planning, restoration guarantees and the criteria used to select this route over other alternatives.
Community engagement must consist of more than presentations and surveys conducted after major decisions have already been made. Residents, civic associations, community boards, local businesses and elected officials must have a meaningful role before a route is approved—not merely an opportunity to react after the fact.
The Bay Terrace Community Alliance therefore calls upon the New York State Public Service Commission, the New York Power Authority, New York Transco and all involved government agencies to:
Reject the current route through Bay Terrace pending a comprehensive and independent review of viable alternatives.
Fully examine routes that avoid residential streets, commercial centers, schools, parks and environmentally sensitive areas.
Release all relevant environmental, engineering, safety, traffic and construction-impact studies to the public.
Conduct additional public hearings within the directly affected Northeast Queens communities.
Provide binding protections for local residents, businesses, parkland and public infrastructure before any approval is granted.
Require a detailed restoration and compensation plan for any damage or economic disruption caused by construction.
The Bay Terrace Community Alliance is also firmly opposed to the siting of battery energy storage facilities, commonly referred to as battery farms, within or immediately adjacent to our residential neighborhood. Facilities of this scale raise serious concerns regarding fire safety, emergency response, environmental impact, noise, property values and their compatibility with a densely populated community.
Bay Terrace must not be treated as simply the most convenient path between two points on a map. It is a vibrant residential community whose residents deserve respect, transparency and a genuine voice in decisions that will affect their neighborhood for years.
Until these concerns are fully addressed and a less disruptive alternative is identified, the Bay Terrace Community Alliance remains unequivocally opposed to the current Propel NY Energy plan and route.

We heard you, Bayside and Bay Terrace! Cord Meyer Development is excited to announce the return of Barnes & Noble to the Bay Terrace Shopping Center.
For several years, we’ve worked to bring back this neighborhood favorite, which closed in 2015. Today, we’re proud to share that a lease has been signed and a new Barnes & Noble will open in the former Express space. Construction is expected to begin soon.
This milestone reflects the multi-million-dollar investments made by Cord Meyer to enhance and modernize the shopping center, including plans for a new residential community off 26th Avenue. Together, these efforts are helping to attract a dynamic mix of tenants and maintain the Bay Terrace’s position as a vibrant destination for the community.
Stay tuned for more updates on Barnes & Noble and the transformation of the center into a place where people shop, dine, gather, and live — today and for decades to come!
