Hobbs Veto Leaves Rural Ratepayers Defenseless Against Extreme Utility Rate Hikes

Governor Hobbs sided with her bureaucracy and utilities over Arizona families, putting population and politics ahead of financial harm

STATE CAPITOL, PHOENIX (Tuesday, June 23, 2026) – Governor Katie Hobbs has vetoed House Bill 2113, legislation that would have required the Residential Utility Consumer Office (RUCO) to intervene when a utility proposes raising residential rates by 100 percent or more.

State Representative Teresa Martinez, Chairman of the House Rural Economic Development Committee, introduced the bill after Pinal County residents facing a proposed rate increase of more than 200 percent asked RUCO for help and were turned away because their community was considered too small. Without RUCO’s help, the residents were forced to hire and pay for their own attorney, even though the agency was created to represent residential ratepayers.

Representative Martinez and her Legislative District 16 colleagues pressed RUCO for answers last year about its refusal to help the residents and its handling of their requests. After RUCO suggested the utility’s proposed increase could be justified before conducting a thorough review of the request, Martinez introduced HB 2113 to ensure families facing the most extreme rate hikes would receive representation from the state’s ratepayer advocate.

RUCO was created to represent residential utility customers so they would not have to hire their own attorneys. Its director is appointed by the Governor and can choose which rate cases the agency takes on. RUCO currently gives greater weight to the number of customers affected than to the financial harm imposed on each household, leaving smaller communities without representation even when residents face the largest increases.

“What Governor Hobbs has done is wrong,” said Representative Martinez. “Arizona families could see their monthly water bills double or triple, and the Governor’s ratepayer office can refuse to represent them because their community is considered too small. The size of a town should not decide whether its families deserve help. Governor Hobbs had a chance to protect rural ratepayers, and she chose to protect her bureaucracy and the utilities instead.”

✅New Law Expands Access to Affordable Healthcare in Rural Arizona

Rep. Chris Lopez’s test-and-treat law allows pharmacists to treat common infections under strict safeguards

STATE CAPITOL, PHOENIX – Rural Arizonans will have a faster, more affordable option for treating common infections under legislation sponsored by Republican State Representative Chris Lopez and signed into law.

Rep. Lopez introduced the policy as House Bill 2444. It became law through Senate Bill 1713 after passing the Legislature with bipartisan support.

The law allows pharmacists, under a statewide protocol approved by the Arizona State Board of Pharmacy, to test and treat flu, strep throat, COVID-19 and other coronavirus-related respiratory illnesses using FDA-authorized, CLIA-waived tests.

“Where you live should not determine whether basic healthcare is within reach,” said Representative Lopez. “In rural Arizona, a routine infection can mean missing work, driving an hour or more, and paying urgent care or emergency room prices because there is no closer option. This law allows trained pharmacists to provide fast, appropriate treatment under strict statewide protocols. It gives families a safe, affordable option close to home while requiring a referral when a patient needs a higher level of care.”

The statewide protocol must include patient screening, medical history, exclusion criteria, treatment instructions, pharmacist training, follow-up care and referral requirements.
Pharmacists must make a reasonable effort to identify a patient’s primary care provider and notify the provider within 72 hours after treatment begins. The provider must be notified within 48 hours of any reported or observed adverse reaction.

Written parental consent is required before a pharmacist may test, screen or treat a minor. The law also prohibits pharmacists from independently initiating opioid treatment.

🚨ANNOUNCEMENT - BILL SIGNED🚨Magical because not a single democrat voted for it.

STATE CAPITOL, PHOENIX – The Ben Avery Shooting Facility and other major state-owned public shooting ranges are now protected from unilateral closure under legislation sponsored by Republican State Representative Quang Nguyen and signed into law today.

House Bill 2763 requires approval from the Arizona Legislature before the Arizona Game and Fish Commission may close certain state-owned shooting ranges located in or near large cities. It adds legislative approval to existing requirements for public hearings, commission approval, and action by the Governor.

The bill passed the House and Senate without a single Democratic vote.

What a nice surprise to be recognized for the work Senator Carroll and I did to get SB1479/ HB2952 signed into law to protect Arizona homeowners from deed and title fraud 😊

So upsetting. For man months we hosted teens living in group homes, they came together and helped author legislation and changes  to reform congregate care within DCS. The bill passed the House and the Senate. Governor Hobbs vetoed  HB2611 "Youth Safety, Rights and Mental Health Protection Act". This legislation was formed after numerous kids died in the child welfare system after going missing. Emily Pike, Zariah Dodd, Sarabeth Sokolsky, James Zoccoli, Sitlalli Avelar, Kamryn Meyers, and Sean Barragan-Springgay. The legislation heavily updated state statutes to mandate stricter security and transparency guidelines for child care facilities: Foster Care Bill of Rights: Updates the existing legal framework to ensure children in foster or kinship care explicitly have the right to be free from bullying and discrimination, to voluntarily join enrichment activities, and to receive immediate, unbiased medical and mental health care.Staff Background & Drug Testing: Directs the Department of Child Safety (DCS) to require comprehensive background checks, Complete Criminal History (CCH) checks, and mandatory, random substance use screenings for all group home employees. Positive drug screens require immediate employment termination.Employee Rules & Monitoring: Restricts staff from carrying weapons or using personal cell phones while on duty. It mandates reporting systems for staff misconduct, requires tracking to verify that children actually attend their health appointments, and bans staff from sharing residents' personal schedules.Facility Security Standards: Mandates minimum security protocols for juvenile group homes, including functional locks, secure entry and exit points, and monitored common areas to prevent unauthorized exits, grooming, or exploitation. 06/23/2026
