As part of our commitment to keeping our community informed, we wanted to clear up some common confusion around a term you may have heard: “civil standby.” We want to take a moment to clarify what this term means and what Texas law actually requires.
"Civil standby" is a colloquial term, not a process defined anywhere in Texas statutes. It is commonly used by law enforcement to describe an officer's presence while one party retrieves personal property from a residence during a dispute, such as a separation or divorce, to help keep the peace.
While the term itself isn't in the law, the underlying assistance often is. Texas law provides for this kind of help in two distinct ways:
1. Writ of Retrieval (Texas Property Code Ch. 24A): If you cannot access a residence to retrieve your personal property because the occupant won't allow entry, you may apply to the Justice of the Peace in the appropriate jurisdiction for a writ authorizing entry accompanied by a peace officer. This applies in property disputes generally, including divorce and separation situations.
2. Standby Assistance for Family Violence (Code of Criminal Procedure Art. 5.045): If you are a victim of family violence, a peace officer may, at their discretion, stay with you to allow you to safely remove your personal property or that of a child in your care, without requiring a court order first. Officers who provide this assistance are protected from civil and criminal liability for actions taken in good faith.
Which path applies depends on your specific situation. If you believe you need this kind of assistance, we encourage you to contact our office or the Justice of the Peace court in your jurisdiction so we can help determine the right process for your circumstances.
We remain committed to serving our community to the best of our ability, within the proper legal parameters that protect everyone involved. Questions are always welcome.

🛡️ School Safety: Building Stronger Partnerships 🛡️
Today, Marion ISD hosted the legislatively required semi-annual Sheriff’s School Safety meeting at Krueger Elementary.
In addition to covering all state-mandated topics, Support Services Lieutenant Brian Lumpkin led a realistic roundtable training exercise. This session brought together leaders from local law enforcement, fire, and EMS for collaborative, real-world scenario training.
These practical exercises are vital — they strengthen coordination and teamwork among the same professionals who would respond together during a critical incident at one of our schools. By training side-by-side, we enhance our ability to protect students, staff, and our community when it matters most.
Thank you to Marion ISD for hosting and all participating agencies for their ongoing dedication to school safety in Guadalupe County.

🎉 Citizens Academy Graduation Celebration!
Last Tuesday, the Guadalupe County Sheriff’s Office proudly celebrated the graduation of our second Citizens Academy class!
Over the past thirteen weeks, ten dedicated members of our community completed an in-depth journey into the inner workings of the Sheriff’s Office. From daily operations to hands-on experiences with the tools and equipment our deputies use every day, these graduates gained a comprehensive look at what it takes to serve and protect Guadalupe County.
The Citizen’s Academy was created to fulfill Sheriff Joshua Ray’s vision of greater transparency and to help educate the public on the “how” and “why” behind our operations. It’s also a great opportunity for residents to see exactly where their tax dollars are at work.
Just like our inaugural class, this group described the academy as a huge success. Many expressed how much they learned about the important — and often unseen — work our office does every day.
If you’re interested in attending the next Sheriff’s Citizens Academy, it is tentatively scheduled for Spring 2027. Keep an eye out for announcements around February 2027!
We’re incredibly proud of this year’s graduates and grateful for their commitment to learning more about their Sheriff’s Office. Thank you for helping us build stronger connections with our community.

🍽️ Community Spotlight: Guadalupe County Sheriff’s Office Supports Geronimo Lions Club
Last Friday, Sheriff Ray and members of the Guadalupe County Sheriff’s Office participated in the Geronimo Lions Club “First Friday Feast.” Our deputies and staff generously volunteered their time to support this wonderful local organization and help make the event a success.
The Geronimo Lions Club generously donated $500 to the Santa Sheriff Program. This program provides Christmas gifts and Cheer for elderly residents in nursing homes and rehabilitation centers across our community.
The Lions Club also took a moment to recognize Sergeant Travis Caddell for his nearly 20 years of dedicated service with the Guadalupe County Sheriff’s Office. We’re thankful for this kind acknowledgment of his hard work, humble attitude, and exceptional commitment to public service.
If you’d like to support the Santa Sheriff Program, a registered 501(c)(3) nonprofit, please contact the Sheriff’s Executive Assistant at 830-379-1224.
Thank you to the Geronimo Lions Club for your continued partnership and generosity. Events like this highlight the strength of our community when we come together! 🤝
