A civil settlement was unsealed, showing that a group of IT companies agreed to pay $7 million after receiving funding from the CARES Act Paycheck Protection Program for which they were ineligible.

United States Attorney Clint Johnson today announced the results of the June Federal Grand Jury 2025-B Indictments.

Thomas Joshua Keizer, 34, was ordered to pay $11,000 in restitution and serve 300 months' imprisonment, followed by lifetime supervised release. Upon his release, Keizer will be required to register as a s*x offender.

The Homeland Security Investigations and the Collinsville Police Department investigated the case.

Jose Guadalupe Naranjo Cruz, 29, was ordered to serve 78 months' imprisonment. Upon his release, Naranjo Cruz is expected to face removal proceedings. If Naranjo Cruz returns to the United States lawfully, he would be required to register as a s*x offender and would be supervised for life by the United States Probation Office.

Homeland Security Investigations investigated the case with the assistance of the Tulsa County Sheriff's Office (TCSO).

Thomas William Martin, 42, was ordered to serve 360 months imprisonment, followed by lifetime supervised release. Upon his release, he will be required to register as a s*x offender. Lastly, Martin was ordered to pay $28,000 in restitution.

The FBI - Oklahoma City, the Broken Arrow Police Department, the Pawnee County Sheriff’s Office, and Homeland Security Investigations are the investigative agencies.

David Glen Shuck, 63, is charged with three counts of Threatening to Assault and Murder a Member of Congress with Intent to Impede, Intimidate, Interfere, and Retaliate; three counts of Interstate Communication with a Threat to Injure; and two counts of Threatening to Assault and Murder an Immediate Family of a Member of Congress with Intent to Impede, Intimidate, Interfere, and Retaliate.

The U.S. Capitol Police and the FBI - Oklahoma City are investigating the case.

The Oklahoma Bureau of Narcotics, the Bureau of Indian Affairs – Division of Drug Enforcement, the Oklahoma State Bureau of Investigation - Authorized Page, the ATF Tulsa Field Office, the Defense Criminal Investigative Service, the Rogers County Sheriff's Office, and the Drug Enforcement Administration - DEA Tulsa Resident Office investigated the case.
