We are in a race against China for the best AI technology in the world and we must win. Right now, we have the best semiconductors in the world and China is doing everything it can to buy or steal them. Chairman Congressman John Moolenaar's SCALE Act would create clear standards for when and how export controls on semiconductor restrictions should apply.
Demystifying America’s Chips War With China

America’s biotech is the best in the world, and the CCP knows it. That’s why China is positioning its drug research pipeline to compete with American innovation at all costs. Chairman Congressman John Moolenaar’s BINSA legislation will prevent American companies from sending our biotech industry to China. Without this critical legislation, it will not be a question of if, but WHEN, the global supply chain is controlled by the CCP.

The Department of Defense has added $43 bln WuXi AppTec to a list of firms believed to have Chinese military connections. This latest move won’t on its own reduce US dependence on the country’s pharma giants, but it’s a warning their access to the $500 bln market is in jeopar...

The CCP’s oppression of its people has no bounds. Last week, it denied families the opportunity to visit the graves of their loved ones – loved ones the CCP killed 37 years ago at Tiananmen Square. This brazen disregard for basic humanity is another reminder the CCP does not share the values of life and liberty that we cherish as Americans.

The Magnets Value Chain Support Act, bipartisan legislation introduced by Chairman Congressman John Moolenaar and Ranking Member Rep. Ro Khanna, would create tax credits for the entire magnet supply chain and incentivize magnet production in America.
Magnets are in motors, generators, industrial robotics, guided munitions, advanced defense platforms, and much more. Worldwide permanent magnet demand is projected to more than double by 2035, and China produces more than 90 percent of the world's rare earth permanent magnets. Strong op-ed by Jason Kelly, CEO of Ginkgo Bioworks, in the Boston Globe today about the importance of Chairman Congressman John Moolenaar's bipartisan BINSA legislation and why we must stop American biotech from going to China.
"China has been targeting biotechnology as a strategic priority since 2015, specifically planning to emulate Boston’s ecosystem. That approach is now bearing fruit at our expense. According to the House Select Committee on China, there was about $136 billion in cross-border out-licensing transactions between American and multinational pharmaceutical companies and Chinese biotech firms in 2025. The committee also found that nearly half of large global pharmaceutical licensing deals of $50 million or more were signed with Chinese companies last year, up from zero percent in 2020."

Microsoft should seriously reconsider the wisdom of helping China’s AI technology efforts, particularly given the dangers for American national security, and the company’s recent failures outsourcing defense work to China. It makes no sense that some of the American companies most ruthlessly mistreated by the CCP persist in pursuing futile partnerships in China.

The CCP campaign to intimidate and harass Taiwan relies on gray zone warfare to push boundaries. This deliberate one-sided escalation tactic will only reinforce the U.S. and its partners’ convictions to stand with Taiwan and rebuke China’s unlawful territorial claims.
