America's only NPO dedicated to supporting the Reserve and Guard, all ranks, all branches.

Since 1922, ROA has championed the cause of Reservists at home and on the battlefield. The evolution of that mission over 90 years has helped protect the rights and benefits of millions of individual Reservists while preserving a strong and capable Reserve Force as a component to our national security.

We've been focused on Duty Status Reform this week with the introduction of the Senate Duty Status Reform legislation on Wednesday.

ROA also recently led the charge on a House-wide engagement effort to build cosponsor support for the Duty Status Reform Act (H.R. 6976), reaching nearly every House office not yet on the bill within a 48-hour window.

H.R. 6976 would consolidate and modernize the patchwork of statutory authorities under which Reserve Component members are currently ordered to duty - aligning benefits across duty statuses, clarifying activation authorities for cyber incidents and other emergencies, and addressing long-standing inequities in how reservists accrue pay, retirement credit, and protections.

A bipartisan group of lawmakers led by Senators Jerry Moran (R-Kan.) and Jacky Rosen (D-Nev.) introduced Duty Status Reform legislation in the Senate on Wednesday, joining the House bill that was introduced in January by Reps. Gil Cisneros (D-Calif.) and Jack Bergman (R-Mich.).

This legislation would reduce the more than 30 National Guard duty statuses to just 4, simplifying pay and benefits, improving readiness, and ensuring more equitable treatment for Guard and Reserve members.

Following the introduction of the Senate bill, ROA's CEO, John Hashem, had the opportunity to discuss this critical legislation at a press conference with several of our other MSO/VSO partners.

ROA thanks Senators Rosen and Moran, Reps. Cisneros and Bergman, and all of the cosponsors and supporters of this legislation for helping to move this important issue forward.

The operational reserve force of tomorrow is already here, and the future leaders of that force are already serving today.

ROA needs younger service members helping to shape where we go next. They understand the realities of balancing military service, civilian careers, technology, and operational demands because they are living it every day. Their perspective matters, and ROA will be stronger by listening to it.

The Future of the RC Is Already Serving. Our Job Is to Bring Them Fully Into the Conversation. | ROA One of the things that has become increasingly clear to me is that the Reserve Component is evolving faster than many organizations around it. Today’s citizen-warriors operate in a world of rapid mobilization for overseas and homeland contingencies while balancing civilian careers, family pressure...

Our families are the heart of our military community. Keeping our families and our country safe and protected is one of the major reasons we do what we do as service members.

As Reserve Component members, we have a RIGHT to resources that help support our families as we carry out our missions and our duty to our country.

ROA is working hard to ensure that you have access to things like family services, childcare, and activation/mobilization/transition support, including a new ReserveFamily platform that is currently being developed with links to resources and information you need to support your reserve family. Stay tuned as we continue to highlight our efforts on this front!

Secretary of War Pete Hegseth committed at a recent House Appropriations Subcommittee on Defense hearing to take another look at the Army Transformation Initiative following questions raised by Rep. Rosa DeLauro about the steep aviation cuts in the FY 2027 budget request — cuts driven by the ATI that include reductions to the Army Reserve’s MEDEVAC fleet.

ROA has written to Secretary Hegseth thanking him for the commitment and underscoring that Army Reserve MEDEVAC must be a central element of the ATI review.
