The Virgin Islands Energy Office is proud to announce the first completed project under the Virgin Islands Housing Finance Authority (VIHFA) funded Community Electrical Innovation (CEI) Solar Micro-Grid Program!
Happy Faces II Day Care on St. Croix is now powered by an expanded 9.9 kW solar system and 40.5 kWh of battery storage, installed and commissioned by ProSolar Caribbean. With three Tesla Powerwall 3 units on site, this system will help keep childcare services operating through outages.
The Sites 3x Tesla Powerwalls are already enrolled in VIEO’s recently launched Virtual Power Plant (VPP) program. As a result, Happy Faces II solar and storage system can eventually do more than protect the facility. It can also help support a stronger, more reliable grid for the wider community.
For working parents, reliable childcare is essential. This project helps Happy Faces II stay open, safe, and ready to serve families when power interruptions occur.
And this is only the beginning.
VIEO has also released RFP BD-26-26-270-2710-642: CEI Solar and Battery Systems Phase 1, seeking qualified vendors to design and install solar-plus-storage microgrids at five additional Day Care and Head Start sites across St. Thomas, St. John, and St. Croix.

Since launching 1 month ago, the VIEO's VIBES-2.0-VPP has expanded at an exponential rate, demonstrating the growing interest in community-powered energy solutions across the Virgin Islands.
In just a few short weeks, more than 100 sites representing 225 Tesla Powerwalls have enrolled in the program, creating a network of 1.3 MW of dispatchable power backed by 3.15 MWh of energy storage capacity. Even more exciting, the first round of enrollment incentives has already been distributed, with over $100,000 in checks issued to 36 participating customers territory-wide!

In Collaboration with the RT Park, the VIEO would like to provide Operating Guidelines for the DC Fast Charger at the RT Park. While this charging station is currently free to use and open to the public, it is located on the University property. As a result, users must abide by campus security protocols as outlined in the flyer. The Virgin Islands Energy Office is proud to unveil the Territory’s first battery-coupled, fully solar-powered DC Fast Charging station located at the University of the Virgin Islands Research and Technology Park.
Capable of delivering 60kW of fast charging power, the station can recharge an EV in just over 1 hour. What makes this project groundbreaking is that the charger is connected to a 180 kWh battery system charged directly from a nearby solar array. The battery allows the charging station to continue operating even during WAPA outages and ensures EVs are charged using stored solar energy day or night.
As global oil markets continue to face volatility, projects like this demonstrate how co-locating solar, battery storage, and charging infrastructure can reduce dependence on imported fossil fuels while improving resiliency across the Territory.
There is only one way to put fossil fuel into a fuel tank. But the VIEO continues to demonstrate that there are multiple ways to deliver clean electrons to an EV.
This project was completed in Partnership with UVI Research and Technology Park and will be part of the Spark Initiative that will help build the future of energy workforce in the VI.

🔋Calling all Tesla Powerwall owners in the U.S. Virgin Islands! 🔋
The VIBES 2.0 Virtual Power Plant (VPP) is officially launched in partnership with Tesla Energy.
This program allows Tesla Powerwall owners across the territory to earn incentives while helping stabilize the electrical grid during periods of high demand and generation shortfalls.
Bridge a generation shortage and prevent your neighbors without batteries from losing grid power. All by sharing your Powerwalls' excess energy via the VPP.
As we head into the height of summer and increasing grid strain, the VPP gives the grid another important tool to help reduce stress on the system and mitigate the types of rotational outages we have experienced in the past.

VIEO & CGTC are creating pathways to a career in renewable energy technology.
Through VIEO's Renewable Energy Technology Scholarship Virgin Islands residents can access the training they need to launch a career, attain marketable skills, or blaze their own trail in this growing industry in the territory. VIEO's $150,000 donation will support 10 specialized courses and one internship within UVI’s Renewable Energy Technology (RET) Associate of Applied Science degree program, and was made possible through the support of the U.S. Department of Energy.
The Virgin Islands Energy Office is supporting the territory’s shift toward energy independence through its funding of the Renewable Energy Technology Scholarship at the University of the Virgin Islands. Led by the UVI Caribbean Green Technology Center, the degree program and future certificate program provide hands on training in solar and renewable energy technologies, preparing future professionals for careers in a growing local workforce. The Virgin Islands Energy Office is proud to announce the launch of the Virgin Islands Resiliency Gateway (VIRG) Program.
This initiative is about delivering immediate, practical support by placing portable backup power directly into the homes of those who need it most. No installation, just simple, plug-and-play systems that provide peace of mind the moment the grid goes down.
These systems are designed to make a real difference in everyday life during an outage. These are high-capacity lithium battery systems (3 kWh) that include a wide array of power outlet options to keep essential household needs running:
•Keep a refrigerator running for 12–24+ hours
•Power a CPAP machine for 2–3 nights of uninterrupted use
• Support oxygen concentrators and other critical medical devices
•Keep phones charged, lights on, and families connected
And with a 400 W solar panels included, residents can recharge during the day and extend their backup even further.
This program is focused on supporting seniors and medically vulnerable residents because for many in our community, electricity isn’t optional, it’s essential. Through VIRG, VIEO is leveraging innovations and reduced pricing on back-up battery technology to bridge the gap between long-term grid improvements and delivered relief.
