The 2026 Africa Public Service Day concluded in Lusaka today. The Ministry of Lands and Natural Resources actively participated in the event, including the four-day exhibition that preceded the commemoration.

Throughout the week, our team attended to numerous clients and provided information on services offered by the Ministry. The team was led by Acting Permanent Secretary Mr. Kasonde Mwila, with support from senior officials.

This year’s Africa Public Service Day was commemorated under the theme: “Enhancing Public Sector Institutions and Empowering Multi-Stakeholder Partnerships to Achieve Universal Water Availability and Safe Sanitation by 2063.”

The Ministry urges its clients to continue accessing land-related services through our offices.

Vice President Dr. W.K. Mutale Nalumango today graced the Africa Public Service Day, on behalf of President Hakainde Hichilema, at Piazza, East Park in Lusaka.

Ministry of Lands and Natural Resources Acting Permanent Secretary Mr. Kasonde Mwila, Commissioner of Lands Mr. Shadreck Mbewe and the Directors attended the event.

This year, the Africa Public Service Day is being held under the theme: “Enhancing Public Sector Institutions and Empowering Multi-Stakeholder Partnerships to achieve Universal Water Availability and Safe Sanitation by 2063".

Vice President Nalumango Reaffirms Government’s Commitment to Ensuring Access to Clean Water for all Citizens

Vice President Dr. WK Mutale Nalumango has reaffirmed the Government's commitment to ensuring every citizen has access to clean water and safe sanitation through stronger institutions, innovation, technology, and partnerships.

The Vice President made the remarks at the 2026 Africa Public Service Day in Lusaka, themed "Enhancing Public Sector Institutions and Empowering Multi-Stakeholder Partnerships to Achieve Universal Water Availability and Safe Sanitation by 2063".

Representing the Republican President Mr. Hakainde Hichilema, Vice President Nalumango noted that Zambia is accelerating investments in dam construction, ground water development, water harvesting, infrastructure and
climate-resilient water supply systems.

She highlighted that the Kafulafuta Water Supply System Project has been completed, benefiting more than one million people on the Copperbelt,
and the expanded Kafue Bulk Water Supply Project has also benefited over 480,000 residents in Lusaka and surrounding areas.

This includes major water supply projects that have been completed and commissioned in Kazungula, Chinsali, Kaputa, Mporokoso, Mufumbwe, Solwezi, and Shibuyunji districts.

The Vice President stated that in the last three years, Government has completed six dams in Masaiti, Kasenegwa, Kawambwa, Kalomo, Chasefu, and Kalumbila to support agriculture, livestock, and domestic water supply.

She added that the Government has drilled more than 1,500 emergency boreholes nationwide to support households, livestock, wildlife, and essential services following the 2023/2024 drought.

This includes devolving water, sanitation, and hygiene services to 11 commercial water and sanitation utilities, improving service delivery and reducing water losses.

The Vice President acknowledged that sanitation management remains a challenge due to limited sewer coverage and unplanned settlements and it is being addressed through Public-Private Partnerships (PPPs).

Vice President Nalumango called for stronger collaboration between Government, the private sector, civil society, and Cooperating Partners to achieve universal access to clean water and safe sanitation.

She emphasized that achieving universal water availability and safe sanitation requires a competent, ethical, and well-equipped public service, as well as accountable, transparent, and inclusive partnerships.

The Vice President further urged public service workers to continue embracing innovation, accountability, and sustainable financing mechanisms to transform communities and improve service delivery.

The commemoration was preceded by four days of exhibitions by public service institutions, which allowed for interaction with members of the public. The activities culminated into a prize giving ceremony, awarding the best exhibitor among other categories.

Day Four of the Africa Public Service Day

Deputy Secretary to the Cabinet, Dr. Oliver Kalabo visited the Ministry of Lands and Natural Resources Exhibition Stand at the ongoing Africa Public Service Day commemoration, at Piazza, East Park in Lusaka.

The Deputy Secretary to the Cabinet, who was received by Acting Permanent Secretary Mr. Kasonde Mwila, appreciated the important role of the Ministry of Lands and Natural Resources in land administration.

Principal Public Relations Officer Delphine Hampande explained to Dr. Kalabo and his entourage that all departments are represented for ease of access to various services being offered by the Ministry.

Ms. Hampande said the stand is overwhelmed with clients accessing services, including the issuance of title deeds.

Dr. Kalabo applauded the Ministry's efforts and urged members of staff to continue offering quality services to citizens.

Clients from different walks of life also took time to engage with officers at the stand on the programmes and services offered by the Ministry.

The 11th Africa Public Service Day is being commemorated under the theme: “Enhancing Public Sector Institutions and Empowering Multi-Stakeholder Partnerships to achieve Universal Water Availability and Safe Sanitation by 2063".

Africa Public Service Day 2026

The Ministry of Lands and Natural Resources team has continued to attend to clients at the exhibition stand at the ongoing Africa Public Service Day commemoration, in Lusaka.

Celebrated annually on 23rd June, Africa Public Service Day was instituted by the African Union to underscore the role of men and women in public service who drive service delivery, policy implementation, and nation building.

It reinforces values of accountability, transparency, innovation, and citizen-centered service in public institutions.

Africa Public Service Day creates a platform for African countries to showcase reforms, Information and Communication Technology in governance, and multi-stakeholder partnerships that improve delivery.

Benefits of NSDI to the Ministry of Lands and Natural Resources

The National Spatial Data Infrastructure (NSDI) is providing a framework for collecting, managing, sharing, and using geospatial data across government institutions. For the Ministry of Lands, NSDI is delivering the following benefits:

Southern Province - Choma Receives the 3rd National Biodiversity Strategic and Action Plan (NBSAP III) 2026-2035

The Ministry of Lands and Natural Resources and the Ad-Hoc Technical Expert Group (AHTEG) have moved to Southern Province to continue with the dissemination of the Zambia’s Third National Biodiversity Strategy and Action Plan (NBSAP III) 2026–2035.

Choma Assistant Secretary Bestone Mboozi welcomed the delegation and urged the local leadership to ensure the key recommendation are implemented.

" Let's move away from the usual way of doing things casually we need to protect our ecosystem we need to move quickly," he said.

Acting Director of Human Resources and Administration, Mr Gomezyani Gondwe, says biodiversity plays a critical role in Zambia’s economy, livelihoods, food security, climate resilience, poverty reduction, job creation, and sustainable economic growth.

He emphasized the need for Provincial officers to strengthen public awareness and community engagement initiatives on biodiversity conservation.

And making a presentation during the meeting, AHTEG member Bornwell Seemani encouraged Choma stakeholders to ensure that the document is distributed in order to halt and reverse biodiversity loss in Zambia by 2035.

He says the NBSAP III will promote the sustainable use of biological resources.

The document will further strengthen biodiversity governance and institutional coordination, enhance participation of local communities, women, youth and vulnerable groups in biodiversity management.

It will help to mobilize financial resources and investments for biodiversity conservation and improve monitoring, reporting and knowledge management systems.

The NBSAP III (2026–2035) is aligned with the Kunming-Montreal Global Biodiversity Framework (KMGBF) and demonstrates Zambia’s commitment to global biodiversity conservation goals.

Northern, Muchinga and Luapula Provinces Receive the 3rd (NBSAP-lll).

The Ministry of Lands and Natural Resources, in collaboration with stakeholders, has distributed the Third National Biodiversity Strategy and Action Plan (NBSAP III) in Northern, Muchinga and Luapula Provinces.

Led by the Ministry's Chief Natural Resources Management Officer, Mr Allan Dauchi says this is part of a wider dissemination programme happening across the country.

In Northern Province, the team paid a courtesy call on the Acting Permanent Secretary for Northern Province, Ms. Undi Phiri.

The team further paid courtesy calls on the Office of the District Commissioner for Lunte District which was represented by the District Administrative Officer Ms. Grace Banda.

In Luwingu District the team paid a courtesy call on the Office of the District Commissioner Mr. Chomba Chileshe.

After courtesy calls, dissemination activities were conducted through meetings with Provincial and District stakeholders.

In Muchinga Province, the team paid a courtesy call on the Office of the Provincial Permanent Secretary represented by the Deputy Permanent Secretary, Mr. Brian Sichande and the team later travelled to Shiwang’andu District where they paid a courtesy call on the District Commissioner, Ms. Maureen Bwembya.

After Shiwang’andu District, the Dissemination Team travelled to Lavushimanda District where they paid a courtesy call on the District Commissioner’s Office represented by Mr. Gilbert Yombwe, the District Accountant.

After courtesy calls, dissemination activities were conducted through meetings with Provincial and District stakeholders.

These successful consultative and sensitisation meetings brought together stakeholders from Government, civil society, non-governmental organization and the traditional leaders.

Stakeholders invited represented sectors such as environmental and natural resource management, Forestry, Fisheriess, Agriculture, National Parks and Wildlife, Lands, Water among others.

The exercise is intended to enhance awareness, ownership and implementation of the NBSAP III among stakeholders with a view of promoting the Whole of Government and Society Approach in biodiversity conservation.

The dissemination exercise is also emphasizing on the need for the Provincial Planning Units and the District Planning Units to mainstream the NBSAP-III in the fourth-coming 9th National Development Plan (9-NDP).

The Vision of the NBSAP III is to achieve 'a biodiverse Zambia by 2030, where biodiversity is conserved and restored to support livelihoods and contribute to sustainable socio-economic development,'.
