We are determined to ensure that the economic fundamentals we have set in motion continue to bear fruit.

Having stated that, we appeal to all eligible voters to vote for the UPND come August 13th, 2026.

President HAKAINDE HICHILEMA will today, June 4, 2026, sign into law the Free Education and Pension bills at State House.

The legislative package is expected to bring significant changes to Zambia's education and pension systems.

President HICHILEMA will assent to five bills: The Education Amendment Bill, 2026; the National Pension Scheme Bill, 2026; the Public Service Pensions Bill, 2026; the Pension Scheme Regulation (Amendment) Bill, 2026; and the Local Authorities Superannuation Bill, 2026.

State House says free education remains one of the flagship policies introduced during the first term of the UPND Government.

State House Chief Communications Specialist CLAYSON HAMASAKA says since the policy was introduced in January 2022, more than 2.6 million children have returned to school.

Mr. HAMASAKA says President HICHILEMA regards education as the best investment and the greatest equaliser.

He says assent to the Education Amendment Bill, 2026, will ensure future generations continue to benefit from free education, just as children are doing today.

In a statement, Mr. HAMASAKA said the pension reforms will deliver immediate and tangible benefits to workers and retirees.

He said the minimum monthly pension will increase from K1,861 to K2,327, with more than 17,000 pensioners set to receive the adjustment immediately.

Mr. HAMASAKA said about 30,000 retirees will be eligible to access an advance lump-sum payment, with some receiving as much as K17,500.

He added that approximately 1.2 million members will benefit from improved growth in their pension savings through NAPSA.

Fellow citizens,

A few days ago, I made it clear that electoral lawlessness will not be tolerated and that all perpetrators, regardless of political affiliation or social standing, would face the full force of the law. That position remains firm and unchanged.

The scenes circulating on social and other media of individuals attempting to prevent the lawful filing of nominations are unacceptable, undemocratic, and a direct violation of the rule of law.

I therefore expect law enforcement agencies to move swiftly and professionally to arrest all those responsible. Zambia is governed by laws, not intimidation, violence, or mob conduct.

Let me be unequivocal: those who wish to test this Government’s resolve to maintain law and order are entirely on their own. The State will act firmly and decisively against all forms of electoral violence and disorder.

• AS YOU ARE AWARE, PARLIAMENT AND CABINET ARE BEING DISSOLVED BY THE PRESIDENT OF THE REPUBLIC OF ZAMBIA MR. HAKAINDE HICHILEMA, MEANING MY TIME AS THE PROVINCIAL MINISTER IS COMING TO AN END.
• FIRST AND FOREMOST, I WOULD LIKE TO THANK THE PRESIDENT OF THE REPUBLIC OF ZAMBIA FOR ACCORDING ME THIS OPPORTUNITY TO SERVE AS PROVINCIAL MINISTER FOR LUSAKA PROVINCE. THIS IS THE NATURAL CYCLE OF OUR DEMOCRACY. WHEN THE SEASON CHANGES, WE MUST ACCEPT THE TRANSITION WITH GRACE AND UNDERSTANDING.
• I ALSO WISH TO THANK ALL OF YOU FOR THE SUPPORT YOU GAVE ME TO HELP SERVE THE PEOPLE OF LUSAKA PROVINCE BETTER. LOOKING BACK FIVE YEARS AGO WHEN I ASSUMED OFFICE TO DATE, I AM FILLED WITH PRIDE.

• WE HAVE FACED CHALLENGES TOGETHER—FLOODS, ECONOMIC HURDLES, AND THE PRESSURES OF RAPID URBANIZATION—BUT WE NEVER LOST FOCUS.
• WE HAVE SEEN TANGIBLE PROGRESS: THE IMPROVED ROAD NETWORKS, THE SANITATION PROJECTS, AND THE STRENGTHENED SOCIAL SERVICES.
• NONE OF THESE WERE ACHIEVED BY ME ALONE. THEY WERE ACHIEVED BECAUSE OF YOUR DEDICATION, YOU ARE THE ENGINE OF THIS PROVINCE.
• I THANK YOU FOR YOUR TECHNICAL ADVICE, YOUR PATIENCE, AND YOUR IMPLEMENTATION OF GOVERNMENT POLICIES.
• I THANK YOU FOR YOUR LEADERSHIP. YOU STOOD FIRM EVEN WHEN THE PRESSURE WAS IMMENSE.
• I HAVE NOT JUST BEEN YOUR MINISTER; I HAVE BEEN YOUR COLLEAGUE AND YOUR FRIEND.
• AS I LEAVE, I URGE YOU NOT TO LOSE MOMENTUM. GOVERNMENT IS A CONTINUUM. KEEP DOING THE GOOD WORK. CONTINUE SERVING THE PEOPLE OF LUSAKA WITH THE SAME INTEGRITY YOU HAVE SHOWN ME.
